On 7 April 2025, the Board of AB Amber Grid approved, by Resolution No. VLD-7, and on 25 April 2025, the National Energy Regulatory Council (NRA) endorsed, by Resolution No. O3E-601, a new version of the Rules for Access to the Natural Gas Transmission System of AB Amber Grid (hereinafter – Access Rules).
The updated Access Rules introduce the following key amendments:
- A more detailed mechanism for reimbursing transmission network users for restricted firm transmission capacity has been introduced, along with standardised procedures for administering the refundable amounts;
- In order to more accurately assess the operational reliability, legal and financial risks of potential transmission network users, as well as to strengthen anti-corruption measures, the Access Rules were supplemented with the concept of Due Diligence and other related amendments were made;
- Following the integration of UAB Get Baltic into the European Energy Exchange (EEX), the implicit capacity allocation service will be organised by the EEX together with a central counterparty, represented by European Commodity Clearing (ECC). For this reason, the concepts of Central Counterparty and Clearing have been introduced into the Access Rules;
- The Access Rules stipulate that a description of the implicit capacity allocation method will be published on AB Amber Grid website;
- It is planned that from 1 October 2025, the capacities at the interconnection point between the Lithuanian and Latvian transmission systems will be allocated via the capacity allocation (auction) platform. 10% of the capacities at this point will continue to be allocated using the Implicit Capacity Allocation (ICA) method. Accordingly, amendments have been made to the Access Rules concerning the allocation and booking procedures for capacities at the Lithuanian-Latvian transmission systems interconnection point;
- Amendments have been introduced regarding the payment of the security of supply charge in the event of a negative price, along with other editorial amendments.
