Guarantees of origin

Guarantees of Origin (GOs) are electronic documents recognized in the European Union (EU), the European Economic Area (EEA), and Switzerland, which certify that a specific quantity of energy was produced from renewable energy sources (RES). The Guarantee of Origin system was established to ensure the traceability of green energy and reliable accounting. No more than one Guarantee of Origin is issued for one unit of energy (MWh).

Purpose of Guarantees of Origin:

  • to inform final consumers about the origin of energy,
  • to substantiate the supply of renewable energy,
  • for cross-border trading of Guarantees of Origin within the EU, EEA countries, and Switzerland.

Guarantees of Origin are valid for transfers for 12 months from the date of production of the respective energy unit and for an additional 6 months solely for the use (redemption) of the Guarantee of Origin.

Once a Guarantee of Origin is used:

  • its validity is cancelled in the registry,
  • it is ensured that the same Guarantee of Origin cannot be used again.

Unused Guarantees of Origin expire after the validity period ends.

Since 2019, the natural gas transmission system operator Amber Grid has been administering the national registry of Guarantees of Origin for gas produced from renewable energy sources in Lithuania. Amber Grid is responsible for:

  • issuing Guarantees of Origin,
  • transferring Guarantees of Origin,
  • cancelling their validity,
  • supervising and controlling their use,
  • recognizing Guarantees of Origin issued in other countries for use in Lithuania.

The issuance, transfer, use, and cancellation of Guarantees of Origin are carried out in accordance with:

  • Order on approval of the rules of guaranties of origin ,
  • The Law on Renewable Energy,
  • the Law on Natural Gas,
  • the Law on Legal Protection of Personal Data,
  • Directive (EU) 2018/2001 of the European Parliament and of the Council (RED),
  • the rules of the European Energy Certificate System (EECS),
  • standards established by the Association of Issuing Bodies (AIB),
  • the rules of the ERGaR certificate of origin scheme.

Harmonized rules ensure mutual recognition of Guarantees of Origin among different Member States.

How can a Biomethane producer obtain a Guarantee of Origin? 

1. Registration of the Producer.

  • The biomethane producer submits an electronic application to Amber Grid for registration in the Guarantees of Origin Registry,
  • The biomethane producer completes a questionnaire,
  • An agreement for access to the Guarantees of Origin Registry services is concluded,
  • Amber Grid registers the producer in the Guarantees of Origin Registry.

2. Registration of the Biomethane plant.

3. Issuance of Guarantees of Origin.

  • After registering the producer and the biomethane plant, Amber Grid may issue Guarantees of Origin for biomethane that has been produced and injected into the gas system.

4. Cancellation of the Guarantee of Origin.

  • The cancellation statement is intended to prove to the final consumer what share or amount of the supplied energy consists of renewable energy.

5. Registration of suppliers and traders.

 
Cross-border trade 

AIB Hub

As of 19 December 2025, Amber Grid transfers Guarantees of Origin via the AIB Hub (operated by the Association of Issuing Bodies, AIB).
The AIB Hub facilitates the exchange of Guarantees of Origin for gas produced from renewable energy sources between member states and Switzerland connected to the AIB Hub.

The AIB Hub enables market participants to export biomethane produced in Lithuania to international markets and to use biomethane produced in other member states in Lithuania. Through the AIB Hub, Guarantees of Origin issued in Lithuania and internationally recognized under the European Energy Certificate System (EECS) are transferred.


ERGaR Hub

As of 22 April 2026, Amber Grid joined the ERGaR (European Registry for Renewable Gas) Hub. Guarantees of Origin issued for Lithuanian biomethane can be electronically transferred to Germany, and exchanges are also carried out with the Danish Registry. The Hub enables market participants to develop cross-border trade in renewable gases more easily, quickly, and transparently.
Through the ERGaR Hub, National Guarantees of Origin (National GOs) issued in Lithuania can be transferred.

GO registry fees

As of 1 January 2026, fees for the administration of the Registry for renewable gas and for transactions will apply:

  • Annual Account Fee: 500 eur/y
  • Issuance Fee: 0.15 eur/MWh
  • Import Fee: 0.17 eur/MWh
  • Export Fee: 0.17 eur/MWh
