After re-evaluating the final tenders for the construction of the Lithuanian-Polish, the procurement commission of the Lithuanian gas transmission operator Amber Grid found out that the most economically beneficial tender was submitted by UAB Alvora and Šiaulių dujotiekio statyba. The price of the tender amounts to EUR 79,85 million (VAT excl.).
'A fierce contest which was predetermined by Lithuanian and international foreign capital companies that actively participated in the tender for public procurement will allow for the implementation the Lithuanian-Polish gas interconnector project at a price in one fith less than initially planned, EUR 136 million‘, said Rolandas Zuckas, the EPSO-G CEO.
The representatives of the Central Project Management Agency participated in the sittings of the procurement commission as observers during the procedure of re-evaluation of final public procurement tenders.
Following a full re-evaluation of the final results by the procurement commission, the UAB Alvora and Šiaulių dujotiekio statyba tender was elected to be the best due to a better price for the performance of works and better quality criteria. The price of the winner‘s tender was EUR 5 million less the price bided by a tender who was ranked second in the list of bidders. According to other criteria, there was no significant difference between tenders. In this public procurement tender, the bid price formed 84% of comparative weight.
After electing UAB Alvora and Šiaulių dujotiekio statyba as a winner, the decision to approve the material terms of the contract will be made by the Board of Directors of Amber Grid. In addition to this, this decision is to be approved by the general meeting of shareholders of Amber Grid.
The re-evaluation of the tenders is not expected to have a significant impact on the planned project implementation period.
The Lithuanian-Polish gas interconnector project contract for the manufacture and procurement of steel pipes for the gas interconnector was concluded on 25 July. Amber Grid entered into the contract, the price of which is EUR 26.4 million, with the Polish company Izostal, which won the international tender.
Construction of the Lithuanian-Polish gas interconnector is expected to be completed and the interconnector is expected to be put into operation by the end of 2021. The construction of the gas interconnector will generate the capacity of natural gas transmission up to 27 terawatt-hours (TWh) per year towards the Baltic countries, up to 21 TWh per year towards Poland, whereas the Baltic gas markets will become the integral part of the overall EU gas market.
