Following Amber Grid's decision to replace GIPL pipeline interconnectors that do not have the appropriate certificates, a qualification process has been launched to select contractors capable of carrying out the work. The State Energy Regulatory Council, which conducted the investigation, also concluded that the GIPL fittings without proper documentation should be replaced.
Contractors selected to replace the GIPL components will have to meet strict requirements in terms of national security, competence, experience and reliability. The intention is to include not only Lithuanian but also foreign contractors in the selection process.
Qualified contractors will be selected on the basis of a qualification assessment system and invited to tender for specific works. They would carry out the replacement of fittings and related works under the decision and direction of Amber Grid. The selection process assesses the qualifications of the suppliers and checks that there are no grounds for disqualifying a supplier.
In accordance with the GIPL contract and building regulations, the fittings installed in the main gas pipeline must be certified. Therefore, the installation of defective parts, i.e. parts without proper certification, is the responsibility of the contractor and the replacement work would be carried out at the expense of the contractor who built the GIPL pipeline.
The GIPL pipeline, which has been in operation for two years, is safe and reliable. During this period, no technical indicators have been recorded that would call into question the safe operation of the pipeline. Since its commissioning in May 2022, GIPL has transported 16.7 TWh in both directions, which is almost 11% more than Lithuania's gas consumption in 2023.
